Return of migrants should be safe and in respectful manner

All arrangements for a proper living of migrant labourers/workers in quarantine centres /shelter homes

Migrants should not travel on foot, bike or any unsafe mode of transport: they should be brought back by safe modes like train or bus

Thermal scanners /Ultra red Thermometers should be available in adequate numbers in all the districts

Testing should be ramped up to the capacity of ten thousand every day

Vigilance/monitoring committees should be strengthened and their functioning to be monitored through regular dialogue with CM helpline

More and more people should be motivated to download ‘Arogya Setu’ and ‘Ayush Kavach-Covid’ apps

Skill mapping should be continued to link migrants to MSME sector for employment

Women Self Help Groups (SHGs) should be asked to supply papads, pickles etc. in community kitchen: they should be involved in production of masks and scarfs

Asserting that nobody will remain hungry in Uttar Pradesh, Chief Minister Yogi Adityanath has directed that the food grains should be made available to every family as per need.

Addressing a high-level Lockdown review meeting here at his official residence, he instructed to make all arrangements for a proper living of migrant labourers/workers in quarantine centres/shelter homes. He said the quarantine centres /shelter homes should be well equipped with pure water, adequate food and proper cleanliness.

Reiterating that the return of migrants should be safe and in respectful manner, the CM asked to ensure that no one among them should travel on foot, bike or any unsafe mode of transport. “Instead, they should be brought back by safe modes like train or bus,” he said. He further directed that all the migrants should be subjected to thermal scanning in their respective home districts while the suspect one should be made to undergo pool testing. Those who are healthy should be taken to their native place safely for home quarantine with ration kits. During home quarantine, they should be given Rs. 1000 each as sustenance allowance.

The Chief Minister stressed on wearing the face masks when people move out and asked to ensure proper supply chain being maintained for essentials to people during Lockdown. He directed to ensure this system to continue with same effectiveness. He said that the thermal scanners/Ultra red Thermometers should be available in adequate numbers in all the districts while the testing should be ramped up to the capacity of ten thousand every day. He also directed to make ventilators operational and proper training being imparted to medical staff of handling these.

The Chief Minister said that there medical protocol of health department should be adhered to in discharge of emergency services in the hospitals while all the nursing homes and private hospitals should have adequate number of PPE kits, N-95 masks and sanitiser. He said that it has been known to all that good body immunity could save the person from Covid-19. With the purpose of suggesting enhancement in the immunity, the Government of India has launched ‘Arogya Setu’ App while the State Government has come out with ‘ Ayush Kavach-Covid’ App. More and more people should be motivated to download these Apps with wide spread publicity.

The Chief Minister said that the IAS and senior PCS officers nominated to assist all 75 DMs, are expected to ensure regular monitoring for better arrangements of cleanliness, sanitisation and security in quarantine centres and shelter homes. He said that the vigilance/monitoring committees, set up for surveillance of migrant labourers/workers, should be strengthened and their functioning to be monitored through regular dialogue with CM helpline. He was apprised in the meeting that so far the surveillance teams have surveyed over three crore people in the state.

He exhorted upon the officials to adopt positive postures in this difficult time to convert challenges into opportunities. The MSME sector has unlimited potential and skill mapping should be continued to link migrants to this sector in view of employment.

The Chief Minister said the Women Self Help Groups (SHGs) should be asked to supply papads, pickles etc. in community kitchen. This will provide assured sale of their products. The masks and scarfs are required in abundance these days hence the SHGs should be linked to the production of these which in turn will enhance their income.

Goyal and Shri Sanjay Prasad, Secretary to Chief Minister Shri Alok Kumar, Director Information Shri Shishir and other senior officers.
