That area would be selected for making cycle tracks where bicycles are more in use at present

Cycle tracks would be marked red, to separate it with motorized traffic

To identify roads for cycle tracks, a committee would be formed under divisional commissioners

Uttar Pradesh Chief Minister Mr. Akhilesh Yadav has said that to meet the aim of increasing cycle traffic, infrastructure facilities would be developed and added that this will encourage more and more people to use cycle as a mode of commuting. He further said that use of cycle would not only ensure that clean environment is provided but also health is improved.

In pursuance of the directives of the Chief Minister, Chief Secretary Mr. Alok Ranjan has issued directives and guidelines with regards to promoting cycle traffic. Under these, cycle tracks will only be chosen from areas where cycling is a principal mode of commuting at present. The cycle track would be built in such a way that it is used to the optimum. With this, cycle tracks would be painted in red so that they can be differentiated with the motorized traffic. For construction of the cycling tracks, the department concerned would be the executing agency which has the ownership of the road. Parking facilities for cycles would be essentially developed at public places, near Metro and bus stations, present and future railway stations so that cycle becomes the preferred mode of commuting for people alighting from trains, buses and the Metro Rail.

With this, cleanliness, lighting and security etc. would also be taken care of at these spots. A committee under the divisional commisioner would be constituted to identify roads for the cycle tracks. In this, concerning district magistrate, vice-chairman of the Development Authority, City Municipal Commissioner/Executive Officer-Nagar Palika Parishad, Assistant Divisional Transport Officer, Senior Superintendent of Police/Superintendent of Police, Executive Engineer PWD would be named as permanent members of this committee.

Other than these, the Divisional Commissioner, using his discretion can also assimilate representatives of other departments/educational institutes/non-governmental organisations. Noida, Greater Noida and Yamuna Expressway Development Authority would not come under the purview/jurisdiction of this committee. The PWD has been named as the nodal agency for making a cycle policy and rules for dedicated tracks, construction of parking lots for cycles, making a detailed policy, design of tracks, construction, parametres, lay out, maintenance and upkeep.
