मुख्यमंत्री श्री अखिलेश यादव ने आज विधान भवन में 3.02 लाख करोड़ का बजट पेश किया। यह सीएम श्री अखिलेश यादव का चौथा बजट है। विधान भवन के तिलक हाल में मुख्यमंत्री अखिलेश यादव ने वित्तीय वर्ष 2015-16 का जो बजट पटल पर रखा वह बीते वर्ष के मुकाबले 10.20 प्रतिशत अधिक का है।

इस बार बजट में 21 शहरों से स्लम हटाने के लिए 200 करोड़ रुपये की व्यवस्था की गई है। गोमती की सफाई के लिए 400 करोड़ का बजट पास हुआ जबकि सड़क और पुल के लिए 12 हजार करोड़ का बजट है। स्वच्छ भारत मिशन के लिए सरकार ने 1533 करोड़ की व्यवस्था की है। इस बार अल्पसंख्यक कल्याण के लिए 2776 करोड़ तथा लखनऊ-आगरा एक्सप्रेस वे को 3000 करोड़ दिया गया है। लखनऊ मेट्रो के लिए 425 करोड़ का बजट पास। मेडिकल टीचर्स अब 65 की आयु में रिटायर होंगे। अब दवाओ के लिए 587 करोड़ का प्रावधान किया। सरकार ने 2100 मेगावाट बिजली उत्पादन का लक्ष्य रखा है। परिवार कल्याण के लिए 5840 करोड़ का बजट है तो सरकार की प्राथमिकता वाली समाजवादी पेंशन स्कीम को 2727 करोड़ व लैपटॉप स्कीम के लिए 100 करोड़ का बजट दिया गया है। यूपी का ग्रोथ रेट 5 प्रतिशत तक पहुंच गया जो कि नेशनल ग्रोथ रेट से ज्यादा है।

मुख्यमंत्री ने कहा कि वर्ष 2015 को किसान वर्ष घोषित किया जाएगा। प्रदेश में एक हजार एग्री जंक्शन स्थापित किए जाएंगे। सरकार ने गन्ना किसानों के भुगतान के लिए 1152 करोड़ रुपये की व्यवस्था की हंै। अगले वर्ष से गांवों को न्यूनतम 16 घंटे व शहरों को 22-24 घंटे बिजली आपूर्ति के मद्देनजर बजट में 25764 करोड़ की व्यवस्था की गई है। इसके साथ ही सरकार ने आजमगढ व लखीमपुर खीरी में कृषि विश्वविद्यालय बनाने की व्यवस्था की है। इसके साथ ही लखनऊ में 168 करोड़ से लागत से साईकिलिंग अकादमी बनेगी तो कानपुर के ग्रीन पार्क के लिए 33 करोड़ रुपये का प्रावधान किया गया है।

Uttar Pradesh Chief Minister Mr. Akhilesh Yadav today presented a Rs. 03,02,687 crore budget for the financial year 2015-16. The budget size this year is 10.2 per cent more than the previous year. The Chief Minister said the budget was a reflection of the Samajwadi government’s values and commitments and added that it also represented the aspirations and hopes of the common people.

Later, interacting with media persons at Tilak Hall in the Vidhan Bhawan, the Chief Minister said without improving the infrastructure facilities, comprehensive and permanent development of the state was not possible and it was for this reason that priority has been accorded to roads, irrigation and power sectors.

In the budget Rs. 51,516 crore has been allocated for strengthening and development schemes of energy, irrigation, roads and bridges, which is five percent more than the previous years allocation. Terming the budget for 2015-16 as an inclusive one which takes care of every sector, the Chief Minister said on one hand while special attention has been given to developing infrastructure.

He also pointed out that no new tax provisions have been made in the budget. This budget, he further said was based on fiscal discipline that would spur revenue generation and lessen expenses. Based on the 2013-14 projections, the growth rate of the state has been inferred to be 5%, which is more than the national growth of 4.7%. The government is working to take it further up to 10%, the Chief Minister added.

Mr. Yadav further stated that Rs. 17,871 crore has been allocated for roads and bridges, Rs. 25,764 crore for the power systems, Rs. 9388.79 crore for new schemes. For SC/ST and OBC, physically challenged and poor from the general category, provisions of Rs. 26,231 crore have been made, while to assimilate 45 lakh beneficiary families Rs. 2,727 crore has also been sanctioned, Rs. 2,776 crore has been sanctioned for minority welfare and Rs. 300 crore for eight thousand homeless families.

He also said that the year 2015-16 would be observed as the year of Farmer, he added that the state government would undertake various schemes for development of farmers and villages. He also announced that one thousand ‘Agri Junctions’ would be established and youth will be given subsidy at a loan of 5% interest.

Under the Lohia Grameen Parivahan Service Rs. 100 crore are proposed for linking villages to blocks, tehsil and district headquarters. In the same way Rs. 600 crore is proposed for Farmer Accidental Insurance Scheme and for payments of arrears to cane growers by sugar mills Rs. 1152 crore has been allocated along with Rs. 442 crore for reimbursement of society commission of Ganna Samiti’s.

Provision for Rs. 250 crore has been made for a new sugar mill of 3500 TCD capacity at Azamgarh, co-generation and ‘Aswaani’ plant in place of the closed cooperative mill at Sathiaon. This will contribute in a big way in upliftment of the economic status of the cane growers.
